In a Dutch oven over medium-low heat, add some olive oil.
Add the onion, red pepper flakes, Italian seasoning, salt and pepper. Cook for 6-8 minutes until the onion is tender.
Add the garlic and cook until you can smell it, less than a minute.
Add the ground beef, salt, pepper, and paprika. Brown the beef.
Make room in the middle of the pan for the tomato paste and cook it for a few minutes.
Bring everything together.
Add the beef broth and heavy cream, and bring to a light boil.
Add the pasta shells, lower the heat to a simmer, and cook for 16 minutes.
Add the cheddar cheese.
Taste and season as desired.
This would be a good time to toss in some butter.
Garnish with chives.
