Brown the lean ground meat
Add carrots, oregano, basil, Italian seasoning, tomato paste, petite tomatoes, tomato sauce, chicken broth, and sugar
Bring to a simmer and add cannellini beans, kidney beans, and bay leaf
Simmer for 30 minutes
Cook Ditalini pasta separately for 7 minutes, then add to the soup
Add more chicken broth and salt if needed
Top with parsley, Parmesan cheese, and dry chili flakes
