In a mixing bowl, combine the potato starch, water, fish sauce, sesame oil, salt, and white pepper. Mix until well combined, using a 2:1 ratio of potato starch to water.
Add the sliced chicken and/or shrimp, along with the scallions and white onions, to the mixture. Stir until everything is evenly mixed.
Heat some oil in a pan over medium-high heat. Pour the mixture into the pan, spreading it out to cover the surface.
Cook the pancake using the 2-2-2-2 method: cook for 2 minutes on high heat, flip it over and cook for another 2 minutes, then flip again and reduce the heat to medium for 2 minutes, and finally flip once more for an additional 2 minutes until fully cooked.
Serve the pancake garnished with extra scallions and a dipping sauce of your choice. Enjoy!
