  1. Toast panko or breadcrumbs in olive oil and set aside.

  2. Flavor pasta water with half of fennel tops.

  3. Dice red onion and half of fennel tops and saute in EVO.

  4. Add anchovies and mix.

  5. When onion soft, add tomato paste, pine nuts, raisins and some pasta water.

  6. Add bloomed saffron.

  7. Add sardines and cook gently.

  8. Add pasta (al dente).

  9. When pasta fully cooked, serve topped with toasted bread crumbs.
