In a large mixing bowl, combine cabbage, carrots, and green onions.
Add flour, Parmesan cheese, baking powder, garlic powder, salt, and pepper. Toss until vegetables are coated.
Beat eggs, pour over the vegetable mixture, and stir until a thick batter forms.
Scoop about 2 tablespoons of batter for each fritter and flatten slightly into patties.
Preheat air fryer to 375°F (190°C). Lightly spray air fryer basket with oil.
Arrange fritters in a single layer, spray or brush lightly with oil. Air fry for 10–12 minutes, flipping halfway until golden brown and crispy.
For the dip, mix sour cream or Greek yogurt with garlic, lemon juice, salt, and pepper until smooth.
Serve fritters hot with the garlicky dip.
