Arrange a rack in center of oven; preheat to 400°. Grease an 8” springform pan with cooking spray.
In a small bowl, whisk butter, garlic powder, Italian seasoning, salt, and red pepper flakes.
On a lightly floured surface, unroll pizza dough and cut into 2” x 1” rectangles (you'll need 58 to 60 pieces).
Brush top of each with butter mixture, then wrap 1 cocktail weiner in each rectangle; pinch seams to seal.
Arrange wrapped hot dogs upright in prepared pan. They should be snug, but not too tightly packed together; otherwise, the dough won’t bake! Brush tops with remaining butter mixture.
Bake pigs in a blanket until dough is golden brown, 50 to 55 minutes. Transfer to a wire rack. Let cool 10 minutes before removing from pan.
Serve warm with dipping sauces alongside.
