Preheat oven to 350°F.Spray a 13 x 9-inch baking pan with nonstick cooking spray.
Combine cake mix and pumpkin pie spice in a large mixing bowl.Add evaporated milk and eggs.Beat on medium speed of electric mixer for 2 minutes.Pour into prepared baking pan.
Bake for 24 to 26 minutes or until wooden pick inserted in center comes out clean.Cool completely in pan.
Break cake into chunks and place in batches in food processor; cover. Process until cake is in fine crumbs.Transfer crumbs to a large bowl.Orbreak cake into crumbs with tines of two forks.Stir in sweetened condensed milk.Roll into 1 ½-inch balls with slightly dampened hands.
Combine sugar and cinnamon in a small bowl.Roll balls in cinnamon/sugar mixture.Place on a serving plate.Refrigerate for at least 1 hour before serving.
