Heat a pan over medium-high heat. Add ground beef and cook until browned, breaking it apart (5–6 minutes).
Stir in garlic, ginger, and chilies. Cook for 1–2 minutes until fragrant.
Add soy sauce, fish sauce, oyster sauce, and sugar. Stir well and cook another 2–3 minutes.
Turn off heat and fold in Thai basil until wilted. Drizzle sesame oil.
For lettuce wraps: Spoon filling into leaves and top with veggies. For rice paper rolls: Soften wrappers, add filling and veggies, then roll tightly.
Optional: Mix soy sauce, lime juice, honey, and chili paste for dipping sauce and serve on the side.
