Preheat the oven to 375°F (190°C) and grease a muffin tin.
In a large bowl, mix mashed potatoes, cheddar cheese, eggs, milk, garlic powder, black pepper, and salt.
Fold in chives and Parmesan cheese.
Spoon the mixture into the greased muffin tin, filling each about ¾ full.
Sprinkle breadcrumbs on top if using.
Bake for 20-25 minutes or until golden and slightly crispy on the edges.
Let cool for a few minutes before serving. Enjoy warm!
