Melt all filling ingredients together in a saucepan and set aside.
Put all the dry ingredients in a bowl and mix. Add the eggs and butter to mixture and combine.
Press two-thirds of mixture into a 25cm by 28cm lined tin, and pour melted caramel over the base.
Sprinkle remaining mixture over top.
Bake at 180degC for 30 minutes.
