Preheat oven to 350F. Line an 8x8 dish with parchment paper.
Add the oats to your blender and blend into oat flour.
Add the oat flour, vanilla protein powder, baking soda, baking powder, salt and cinnamon to a large bowl and stir to combine.
In a second bowl add ripe bananas and mash well. Add eggs, honey, milk and vanilla extract then whisk until well combined.
Pour the wet ingredients into the dry ingredients and stir to combine, then fold in chocolate chips.
Spread batter into the baking dish (swirl peanut butter on top if you want) and bake for 25-30 mins until a toothpick comes out clean (25 mins was perfect for me)
Let cool then slice into 12 bars and enjoy!
