Mix dry ingredients (flour, sugar, baking powder, salt) in a large bowl
Add the frozen butter cubes and cut them into the flour mixture until it resembles coarse crumbs
Microwave 4 oz cream cheese with milk until melted; let cool slightly
Add the milk and cream cheese mixture to the flour mixture along with the egg; mix lightly until just incorporated
Cube another 4 oz cream cheese and fold gently into batter
Add blueberries and fold in gently
Press remaining cream cheese cubes into the dough
Scoop batter onto a cookie sheet using your favorite cookie scoop
Bake at 400°F for 20–25 minutes, until tops start to brown
Let cool completely
Glaze with powdered sugar and milk mixture
