In a large skillet over medium heat, add garlic, ginger, and ground beef. Brown the beef until fully cooked, breaking it up with a spoon. Season with salt and black pepper. Drain excess liquid and set beef aside.
In the same skillet, add a bit of oil and toss in red onion, red pepper, broccoli, zucchini, and serrano chili. Sauté for about 5 minutes until just tender.
In a small bowl, mix together soy sauce, honey, hoisin, brown sugar, and rice vinegar. Pour sauce into the pan with the vegetables.
Return the cooked beef to the pan. Stir everything together so the sauce coats all the ingredients evenly.
Serve hot over steamed jasmine or white rice. Garnish with sliced green onions and a pinch of red pepper flakes if you like heat.
