Combine flour and salt in a bowl, add butter and evaporated milk to make dough

For sauerkraut and cabbage filling, cook sauerkraut with onions, cabbage, and chicken bouillon
Roll out dough, cut into circles, fill with potato or sauerkraut mixture and seal
Boil dumplings in water, drain, and serve with fried onions and sour cream
