Slice the steak into thin strips. Slice the onion and green pepper into thin strips.
Place a large skillet over medium-high heat and melt the butter. Add the onions and peppers and cook for 8–10 minutes until softened and lightly golden.
Add the steak to the skillet and season with salt and black pepper. Cook for 3–5 minutes until browned and fully cooked.
Lay the tortillas flat and place one slice of provolone cheese in the center of each tortilla.
Spoon the steak, onion, and pepper mixture over the cheese.
Fold in the sides and roll each tortilla tightly like a wrap.
Place the wraps seam-side down in a dry skillet over medium heat.
Cook for 2–3 minutes per side until the tortillas are golden brown and crispy and the cheese is melted.
Remove from the skillet, cool slightly, and serve warm with mayonnaise.
