Combine water, sugar, and chopped mint in a saucepan.
Bring to a boil, then reduce and simmer for 5 minutes.
Let syrup cool, then strain and discard mint.
Fill julep cups with crushed ice.
Pour in bourbon and 1–2 tbsp of mint syrup.
