Boil the potatoes until fork tender
Brown the ground beef
Add the onions, frozen corn, frozen peas, and frozen carrots to the beef
Add the tomato paste and tomato sauce, stir to combine
Make a well in the middle, add olive oil and flour, cook for 2-3 minutes
Slowly add the chicken stock, stirring constantly, and bring to a simmer
Add seasonings and let simmer for 5 minutes
For the mashed potatoes, add half and half, butter, cream cheese, sour cream, and Parmesan, and seasonings, and mix well
Add the beef mixture to a baking dish, top with shredded cheddar and Parmesan cheese
Top with the mashed potatoes and more shredded cheese
Bake at 375°F for 25-30 minutes
