In a frying pan on the stovetop, cook hamburger, onions and garlic until hamburger is cooked through.
Add in tomatoes, enchilada sauce and chili powder.
Allow the mixture to simmer for 30 minutes until it thickens up and most of the liquid is absorbed.
Taste for salt and pepper.
Spray a 9 x 5 inch loaf pan.
Cut tortillas in half and lay three halves on the bottom of the pan. They will overlap slightly.
Layer with half of the hamburger mixture.
Sprinkle with half the cheese, half the olives, ⅓ of the chopped green onions.
Repeat layers: tortillas, meat, cheese, olives, green onions.
Reserve remaining ⅓ green onions to garnish with after it is baked.
Bake at 350 degrees F. for 20-30 minutes or until heated through, bubble and cheese is melted.
Let rest for 5 minutes after removing from oven.
