Mix meat, green onions, soy sauce, sesame oil, garlic powder, ginger powder, broth, chili flakes, pepper and salt in a bowl
Roll the meat mixture into meatballs and place in a pan
Place one dumpling wrapper on top of the meatball
Pour ⅓ cup of broth in the pan and put the lid on
Cook until finished, top with green onions, chili oil and sesame seeds
