Mix ground meat, green onions, ginger, garlic, soy sauce, rice vinegar, and Sriracha together well
Heat off - Scoop mixture into a pan using a cookie scoop or your hands and make balls
Turn on the heat to medium
Top each ball with a wonton wrapper and secure by scooping it with your fingers
Drizzle sesame oil or any oil you like over the dumplings
Add about ¼ cup of water and cover with a lid for about 3-4 minutes
Garnish with chili oil and green onions before serving
