Heat sesame oil, then sauté garlic and ginger until fragrant. Add broth, soy sauce, oyster sauce, chili oil, sugar, and chili paste. Simmer.
Season and sear steak until browned; remove. Cook shrimp until pink, then set aside.
Drop wontons into the simmering broth for 4–6 minutes. Add noodles and bok choy, simmer until tender.
Divide noodles, wontons, and vegetables into bowls. Pour hot broth over and top with steak and shrimp. Garnish with sesame seeds and chili slices.
