Preheat oven to 350°F (175°C).
Mix the dry ingredients in a large bowl (flour, cornmeal, powdered milk).
Combine the water, oil, and egg in a separate bowl. Stir in the ground meat. Mix well.
Combine all ingredients and mix well. You may need to add more water or broth to get a well-mixed cookie dough consistency.
Smooth onto a baking pan lined with parchment paper. Smooth it out to make it even for consistent cooking. You can also use cookie cutters if you prefer.
Bake for about 25-30 minutes. Remove and cool.
Slice into brownie-sized squares. Crumble and add to the meal. Store what you don’t need for a week in the refrigerator or weekly amounts in the freezer for 2-3 months.
