Line a baking sheet with tin foil and set oven for high broil, place jalapenos (leave stems) on the baking sheet and put them under broiler
When the peppers have begun to blister and char turn them over so the other side can blister.
Remove from oven and immediately place in small plastic bag (or place bowl over the peppers) to allow the steam to soften the skin further. Should take about 15 minutes.
Peel the skin from the peppers and seed if desired, place in blender or food processor. Add garlic basil sour cream and salt to blender.
Blend until smooth.
Put into container and let rest for 3 hours to let the sour cream reset.
