Using a fork or small whisk, mix flour, sugar, cocoa powder, baking powder, and a large pinch of salt in a large mug to combine.
Add 2 Tbsp. vegetable oil and ¼ cup room-temperature water and stir until mixture is smooth.

Let cool 2 minutes. Top with whipped cream or ice cream if desired.
