Preheat your oven to 375°F (190°C).
In a large skillet over medium heat, cook the ground meat with onion and garlic until browned; drain any excess grease.
In a large bowl, combine cooked meat, potatoes, carrots, green beans, soup, and milk. Season with salt, pepper, and Italian seasoning.
Transfer to a greased 9×13-inch baking dish and spread evenly.
Cover with foil and bake 45 minutes.
Remove foil, sprinkle cheese, and bake uncovered for 15 minutes until bubbly.
Cool slightly before serving.
