Boil pasta in salted water until al dente. Reserve ½ cup pasta water before draining.
Pat steak dry, season, and sear in olive oil until golden brown. Set aside.
Melt butter in the same skillet, sauté garlic until fragrant.
Pour in cream, whisk in Parmesan, Italian seasoning, and red pepper flakes. Simmer 2–3 minutes.
Add roasted peppers, pasta, and steak. Toss to coat, adding reserved water if needed.
Garnish with parsley and extra Parmesan.
