Make the dough: Pulse flour, salt, and sugar. Add butter + shortening until crumbly. Transfer to a bowl, add cold water + vodka, and mix just until it comes together. Divide into 2 discs; chill 1 hour.
Roll out 1 disc into a 9-inch pie dish. Blind bake at 375°F: 15–18 min with pie weights, then 10–12 min without. Cool fully.
Red mousse: Whisk 2 pudding boxes with 1 cup milk + 3 cups heavy cream. Beat until fluffy. Tint red and spread into the cooled crust.
Blue/green mousse: Whisk 1 pudding mix with ½ cup milk + 1 ½ cups heavy cream. Beat until fluffy. Color ⅔ blue and ⅓ green.
Decorate: Use a piping bag with a large round tip. Pipe 1 big green dollop in the center, then 6 blue dollops around it.
Chill for 1 hour before slicing. Enjoy
