Whisk together flour, sugar, salt, baking powder, and spice.
Add cold butter and work into the flour mixture until unevenly crumbly.
Stir in chopped apple and cinnamon chips.
In a separate bowl, whisk together eggs, vanilla, and applesauce.
Add liquid ingredients to dry ingredients and stir until moistened.
Line a baking sheet with parchment and sprinkle with flour.
Divide dough in half and shape into circles about ¾" thick.
Brush with milk and sprinkle with sugar and cinnamon mixture.
Slice each circle into 6 wedges and separate slightly.
Freeze for 30 minutes, then preheat oven to 425°F.
Bake for 18 to 22 minutes until golden brown.
Cool briefly on the pan before transferring to a rack.
