  1. Whisk together honey, soy sauce, garlic, ginger, and red pepper flakes

  2. Toss the shrimp with 3 tablespoons of the marinade and let sit for at least 15 minutes

  3. Stir cornstarch into the remaining marinade and set aside

  4. Pat the shrimp dry and discard excess marinade

  5. Heat a large skillet over medium-high heat with oil

  6. Cook the shrimp in a single layer until lightly browned, about 2 minutes per side

  7. Add the reserved marinade with cornstarch and cook until thickened

  8. Transfer to a serving dish, top with scallions, and serve
