In a large pot add Sugar, and Cocoa and ix together.
Add Milk and Butter, place over Med-High heat and stir to mix and melt butter.
Bring to rolling boil, keep stirring and cook until soft-ball consistency or approximately 1-2 minute after it reached rolling boil
Remove from heat, add oats, peanut butter and vanilla. Stir to completely combine
Drop onto wax paper by spoonfuls quickly, and let cool to harden.
If the cookies are too "hard and dry", place a slice of plain bread in airtight container. They will be better the next day once they sit.
