Make the dipping sauce by combining the water, lime juice, fish sauce, salt, garlic, and chili garlic sauce.
Add the julienne green papaya to the dipping sauce.
Serve the pork patties, rice noodles, lettuce, and herbs with the dipping sauce on the side.
