Preheat oven to 200°C (180°C fan) and grease a 12 hole muffin tin.
Heat olive oil in a large pan over medium heat. Add onion and carrot and cook for about 10 minutes until soft.
Stir through flour and cook for 1 minute, then slowly add milk, stirring until smooth. Bring to a gentle simmer and cook until thickened.
Remove from heat and mix through cheese, macaroni and most of the chives.
Spoon into muffin tin, sprinkle with remaining chives, and bake for around 25 minutes until golden.
Let cool slightly before removing & enjoy!
