Heat a pan over medium heat with a bit of oil. Add the minced garlic and ginger and cook until fragrant.
Add in the ground beef and break it apart. Cook until mostly browned.
Add dark soy sauce, light soy sauce, Shaoxing wine, sesame oil, and brown sugar. Stir well and continue cooking until the sauce thickens and coats the beef.
Remove from the heat and serve over a fresh bowl of rice.
Optionally garnish with sesame seeds, scallions, and a fried egg.
