Rinse the short grain rice
Add the rice, coconut milk, regular milk, and water to a pot
Add half a vanilla bean and a pinch of salt
Simmer the mixture on low heat until thickened
Remove the vanilla bean
Stir in sweetened condensed milk
Serve the rice pudding warm or cold
Cut up the mangoes and add them to the rice pudding
Top with toasted coconut and fried mung beans
