In a large skillet, cook ground beef over medium heat until browned. Drain excess fat.
Add minced garlic, diced onion, and Worcestershire sauce. Season with salt, pepper, rosemary, and thyme. Cook until onions are soft.
Stir in frozen mixed vegetables and cream of mushroom soup. Simmer for a few minutes until heated through.
Meanwhile, boil peeled and chopped potatoes until tender. Drain and mash with butter, half-and-half, salt, and pepper.
Transfer the meat and vegetable mixture to a baking dish. Top with mashed potatoes, spreading them evenly.
Bake in the preheated oven for about 25-30 minutes, or until the top is golden brown.
