Heat olive oil in a large skillet over medium-high heat.
Add ground beef, onion, and garlic along with green bell pepper, chili powder, and a pinch of salt and pepper.
Cook, crumbling beef, until it’s cooked through, 7 to 8 minutes.
Add macaroni, ketchup, brown sugar, mustard, and broth; stir to combine.
Reduce the heat to low, cover the pan, and cook for 10 to 12 minutes, stirring two to three times during the cooking process.
When macaroni is al dente and about three-quarters of the liquid has been absorbed, turn off the heat.
Add Cheddar and stir until it’s totally melted in.
