Combine ¼ cup yogurt, ¼ cup mayonnaise, 4 teaspoons vinegar, 2 teaspoons honey, 1 teaspoon turmeric, ½ teaspoon cumin, ¼ teaspoon pepper and ¼ teaspoon salt in a medium salad bowl; whisk well.
Add 4 cups carrots, ½ cup raisins and ¼ cup scallions; toss until evenly coated.
Let the salad stand at room temperature until the flavors meld, about 10 minutes.
