== Dipping Sauce:
Blend the peeled and chopped potatoes and onion with 1 cup of water until smooth.
Strain the potato mixture through a strainer or cheesecloth to remove excess water.
Add the potato starch and salt to the strained potato mixture and mix well.
Heat 2 tablespoons of oil in a large pan over medium heat.
Scoop the potato batter into the pan and cook for about 3 minutes per side, or until golden brown.
Optionally, place sliced chilies on top of the pancakes.
Serve the potato pancakes with the dipping sauce.
