Prepare Ground Beef:
In a skillet, cook the ground beef over medium heat until browned. Drain any excess fat.
Add seasoned salt, chili powder, onion powder, garlic powder, black pepper, beef broth, and Lipton onion soup packet to the cooked ground beef. Stir well to combine.
Add diced purple onions, yellow onions, green peppers, and red peppers to the skillet. Cook until the vegetables are softened. Set aside.
Assemble Roll-Ups:
Lay out the flour tortillas. Spread salsa con queso cheese dip over each tortilla.
Sprinkle shredded cheese over the cheese dip.
Spoon a portion of the cooked ground beef mixture onto each tortilla.
Add a spoonful of cooked white rice on top of the beef mixture.
Roll Up:
Roll up each tortilla tightly to enclose the filling.
Cook Roll-Ups:
Heat garlic butter in a skillet over medium heat.
Place the rolled-up tortillas seam-side down in the skillet.
Cook each side for about 3 minutes or until golden brown and crispy.
Prepare Dipping Sauce:
In a small bowl, combine mayonnaise, sour cream, and kinder buttery buffalo sauce. Mix well.
Sprinkle red pepper flakes on top and garnish with chopped fresh parsley.
Serve:
Serve the cheesy beefy roll-ups hot with the prepared dipping sauce on the side.
