Preheat oven to 400°F (convection if available). Mix sauce ingredients and set aside.
In a bowl, combine shrimp, garlic, chives, ginger, cornstarch, salt, pepper, sesame oil, and soy sauce.
Fill a shallow bowl with water. Soak rice paper for ~15 seconds, then place on damp paper towels.
Cut each rice paper in half. Add 1 tbsp filling to the center of each piece.
Fold into a tight triangle, flipping and sealing excess rice paper underneath.
Drizzle a baking sheet with avocado oil. Roll dumplings lightly in oil as you place them on the tray.
Bake 13–15 minutes until shrimp is pink and bottoms are golden (add 3–5 minutes if not convection).
Broil 2–3 minutes until tops are golden — watch closely.
Serve warm with dipping sauce and enjoy!
