Blend together until gelatin is dissolved
Pour blue mixture into lightly greased 9X13 pan. Allow to set.
Cut the blue jello into one inch strips. Remove every other strip, leaving stripes.
Pour 3 tablespoons of red into each of the blank spaces between blue. Allow to set in the fridge.
Pour 3 tablespoons of white over red. Allow to set in the fridge.
Pour 1 ¼ cup red over the entire surface of the jello. Allow to set in the fridge.
Pour 1 ¼ cup white over red. Allow to set.
Continue alternating layers until all the red and white mix is used.
Once pan is completed. Allow to set for a few hours or over night.
Cut in strips long ways. Cut at each blue section to make flags.
