Chocolate Layer:
Preheat oven to 325 degrees.
Combine flour and white sugar together in large mixing bowl.
Add ½ cup of the butter to the flour and sugar mixture, cut butter into the dry mixture until mixed well.
Pat mixture into large baking pan (9x13) and bake for 10 minutes.
Mix toffee butter and brown sugar in heavy sauce pan and heat to a boil stirring constantly. *Cook for 1 additional minute after it reaches a boil (still stirring!).
Pour onto baked pastry layer (tilt pan around until toffee covers pastry) and bake second layer for an additional *10 minutes.
Remove from oven and immediately sprinkle with the chocolate chips, once they’ve melted, spread evenly over toffee.
Leave to cool or chill in the fridge until chocolate begins to set then cut.
