Preheat the oven to 400ºF
Place jalapeños and garlic on a baking sheet and season with salt, and 1 tablespoon of olive oil. Bake for 13 minutes, until jalapeños are tender, and slightly charred.
Peel garlic, and roughly chop jalapenos before adding them to a blender, or using an immersion blender with ½ cup of olive oil, white wine vinegar, honey, and cilantro. Blend until smooth.
